KNUT Mutomo Branch Calls on Government to Address MINET, Delocalization, and Capitation Delays

On Saturday, October 25, 2025, the Kenya National Union of Teachers (KNUT) Mutomo Branch held its Annual General Meeting (AGM) in Mutomo town, drawing more than 1,000 teachers from Mutomo and Ikutha sub-counties. The meeting served as a platform for teachers to voice their concerns and chart the way forward on key issues affecting the teaching profession.

Speaking during the AGM, KNUT Mutomo Branch Chairman Mr. Paul Mbuvi reaffirmed the union’s commitment to pushing for the review of the Collective Bargaining Agreement (CBA), as agreed upon between teachers and President William Ruto when over 10,000 educators visited State House earlier this year. The CBA, originally set to be implemented in four phases, he urged the president to honour his pledge for the CBA be reviewed and be completed in two phases.

Mr. Mbuvi also emphasized the need for Teachers Service Commission (TSC) to reform the current career progression guidelines, which he said have left many teachers stagnating in one job group for up to 15–20 years. He called for the replacement of the current system with a Scheme of Service (SOS) that would allow teachers to serve in one grade for a maximum of three years before being promoted. “We will continue to fight for fair and timely promotions so that no teacher is stuck in one job group for decades,” said Mr. Mbuvi.

Addressing the issue of delocalization, Mr. Paul Mbuvi criticized what he termed as “transfers through the back door,” where teachers are promoted to become Head of Institutions or Deputy Head roles and then transferred to other sub-counties or counties in the pretence of having no enough spaces in their home Sub-Counties or counties. “We as a Union we have rejected such transfers. Before any promotion, there must be clear and available vacancies within the teacher’s home sub-county to avoid separating families unnecessarily,” he added, urging the government to heed teachers’ voices.

In his address KNUT Mutomo Branch Secretary General Mr. Clapperton Kilonzo urged the government to address challenges surrounding the teachers’ medical insurance cover, MINET, noting that many teachers are struggling to access medical services despite being covered. “Teachers are suffering in hospitals because the MINET cover often fails to work when needed. This situation must be addressed urgently,” he said.

With the implementation of the Competency-Based Education (CBE), Mr. Kilonzo noted that schools are expecting increased enrolment next year as they introduce Grade 10. He called on the government to employ more teachers and expand classroom infrastructure to accommodate the growing number of students.

On insecurity, especially in areas like Mutha, Mr. Kilonzo appealed for heightened security and deployment of additional teachers, saying fear for personal safety has forced some teachers to abandon their postings, worsening teacher shortages in those regions.

The AGM was also attended by KNUT National Treasurer Mr. James Muuo Ndiku, who condemned delays in the disbursement of capitation funds to schools. “It is worrying that schools close for the term without receiving their capitation funds. The Ministry of Education must ensure these funds are released promptly, even during holidays,” he said.

The event was as well graced by several political and community leaders, most notably Hon. Gladys Mami Kivoto, Chief Officer for Agriculture and Fisheries, who represented Kitui Governor Dr. Julius Malombe. She reaffirmed the county government’s unwavering support for teachers, emphasizing unity, teamwork, and commitment to improving education standards across Kitui County.

The AGM also received support from Kitui Central MP Dr. Makali Mulu and Ikanga/Kyatune MCA Hon. Cyrus Musyoka (Sonko), who both lauded teachers for their dedication to nurturing the nation’s future leaders and strengthening community development.
