Kitui County Assembly Approves Three Nominees for Key County Positions, Await Governor Malombe’s Appointment

The Kitui County Assembly has unanimously approved three nominees for key county offices following a Special Sitting held on Tuesday, January 27, 2026.

The sitting, was convened through Gazette Notice No. 836 to consider a Motion on the Report of the Committee on Appointments regarding the vetting of nominees for the offices of County Secretary, County Attorney, and Secretary to the Kitui County Public Service Board (CPSB).

The approval came after a successful vetting exercise conducted by the Committee on Appointments earlier last week, with Members of the County Assembly (MCAs) endorsing all the nominees without objection.

First to be approved by the House was Mr. Christopher Okumu Ombunya, nominated for appointment as Secretary to the Kitui County Public Service Board. His nomination was made in accordance with Section 58(1)(c) of the County Governments Act, 2012, Section 58A(7) of the County Governments (Amendment) Act, 2020, and the relevant Standing Orders.

While moving the motion, Minority Whip and Kauwi ward MCA Hon. Gabriel Munyao told the House that Mr. Ombunya had met all statutory requirements for the position, noting that he is a Certified Public Secretary in good professional standing, as required under Section 58(1)(c) of the County Governments Act, 2012.

The Assembly also approved the nomination of Mr. Timothy Kyalo Muange for appointment as County Attorney for the County Government of Kitui, pursuant to Section 5(1) of the Office of the County Attorney Act, 2020, and the relevant Standing Orders.

Moving the Motion, Minority Leader and Nguni Ward Hon. Jeremiah Mutua stated that during the vetting process, Mr. Muange demonstrated a distinguished career in both the public and private sectors. He added that the nominee fully met all the requirements set out under Section 5(2) of the Office of the County Attorney Act, 2020.

The Current Acting Kitui County Secretary Ms. Agnes Kawila Mulewa was also approved for appointment as County Secretary under Section 15(2D)(b) of the County Governments (Amendment) Act, 2020.

Moving the motion on her vetting, Majority Leader and Migwani MCA Hon. Harrison Maluki told the House that Ms. Agnes Mulewa had demonstrated a distinguished career in public service and had satisfied all the requirements under Section 15(2) of the County Governments (Amendment) Act, 2020.

All Members who contributed to the debate supported the Committee’s recommendations. However, MCAs urged the appointing authority to consider equitable distribution of future appointments across all the county’s 8 constituencies and 40 wards to enhance inclusivity and fairness.

Addressing the media after the Special Sitting, the Speaker of the Kitui County Assembly and Chairperson of the Committee on Appointments, Hon. Kevin Kinengo Katisya, pledged the Assembly’s full support to the Governor and the County Government of Kitui. “As the County Assembly, we have discharged our constitutional mandate by approving the names presented by the Governor. We remain committed to fully supporting the Governor and the entire county government for the benefit of the people of Kitui,” said the Speaker.

Hon. Katisya congratulated the three nominees and challenged them to serve with zeal, uphold integrity, and dedication once formally appointed. “On behalf of all MCAs, we are pleased that the people of Kitui now have able officers who will help steer this great county forward,” he added.

The Speaker also urged the Governor to forward future nominees to the Assembly in good time, noting that the term of the current County Public Service Board is set to expire by March next year. “We encourage the Governor to initiate the process of appointing a new Board early enough to avoid any operational gaps within the county,” he said.

The approved names will now be forwarded to H.E. Dr. Julius Malombe, Governor of Kitui County, for formal appointment.
