Kitui County Governor Dr. Julius Malombe on Wednesday February 18, 2026, presided over the swearing-in ceremony of the three key county officials in a move aimed at strengthening governance, enhancing service delivery, and ensuring continuity in the administration of Kitui County.
The ceremony, held at the Governor’s Office grounds in Kitui Town, marked a significant milestone in the county’s efforts to reinforce institutional capacity through the appointment of qualified professionals to strategic positions.
The event marked the culmination of a competitive recruitment process that commenced in December 2024. The process involved open interviews, vetting, and subsequent approval by the Kitui County Assembly, in compliance with legal and institutional frameworks governing public service appointments.

The officials sworn into office were Agnes Mulewa, who assumed the position of County Secretary; Timothy Kyalo Muange, appointed as County Attorney; and Christopher Okumu Ombunya, who took office as Secretary to the Kitui County Public Service Board. The oath of office was administered by Principal Magistrate Sindani.
Speaking during the ceremony, Governor Malombe emphasized that the appointments were made in strict adherence to the County Governments Act and reflected his administration’s commitment to professionalism, accountability, and integrity in public service. “These appointments reflect our commitment to upholding the rule of law and ensuring that competent and qualified individuals serve our people,” said the Governor.
In her acceptance speech, County Secretary Agnes Mulewa expressed gratitude to the County Assembly, led by Speaker Kinengo Katisya, for overseeing a transparent recruitment process. She also thanked Governor Malombe for entrusting her with the responsibility, pledging to discharge her duties with diligence and integrity. “To the Governor, your appointment has given me courage and confidence. I might have had doubts about whether I was capable of executing the duties of this office, but now I am confident that I will serve justly and diligently,” said Mulewa.
County Attorney Timothy Kyalo Muange affirmed his commitment to serving the people of Kitui and safeguarding the county’s legal interests, while Christopher Okumu Ombunya pledged to uphold the law and ensure professionalism in the operations of the County Public Service Board.
