Kitui MCAs Give Speaker Kinengo Katisya 5 Days to Resign or Face Impeachment
A section of Kitui County Assembly Members (MCAs) have issued Speaker Kevin Kinengo Katisya a 5-day ultimatum to resign or face impeachment, citing alleged gross violations of the Constitution, incompetence, corruption, abuse of office, and conflict of interest.
According to the MCAs, more than 31 members have already appended their signatures in support of an impeachment motion against the Speaker.
Speaking to the press outside the County Assembly grounds, Matinyani Ward MCA Hon. Sylvester Munyalo, popularly known as Yaamu, said the decision was driven by the people of Kitui, not personal interests. “We are not impeaching Speaker Kinengo; we are impeaching his incompetence,” said Munyalo. “We are giving him a five-day timeframe to resign, or we impeach him. This is not about us as MCAs it’s about the people of Kitui who sent us here to ensure they receive proper service from the county government.”
Kyuso Ward MCA Hon. Mwinzi Munyoki confirmed that a notice of impeachment motion had already been submitted to the Clerk of the Assembly. He accused Speaker Katisya of abusing his office and engaging in conflicts of interest, including personally benefiting from legal disputes involving the assembly. “The Speaker has taken the County of Kitui to court and gained over Ksh. 25 million in compensation. That is gross misconduct,” said Munyoki. “The Assembly currently has over 15 pending cases in court simply because the Speaker has failed to resolve them. That alone shows he cannot lead this House, and that is why we are moving to impeach him.”
Chuluni Ward MCA and vice chair of the County Assembly Service Board, Hon. Mathew Ngovi Vuthi, also joined in the criticism, alleging that Speaker Katisya had attempted to interfere with recruitment processes at the assembly. “He has been trying to manipulate recruitment to favour unqualified candidates, which is unacceptable,” Vuthi charged.
The MCAs further accused the Speaker of arrogance, claiming he had often dismissed them by boasting of his connections to the President and insisting he was untouchable. They alleged that he had openly dismissed potential investigations by the Ethics and Anti-Corruption Commission (EACC), claiming the institution only wanted money a problem he could easily “sort out.”
As the impeachment storm gathers momentum, all eyes are now on Speaker Kinengo Katisya, who is yet to issue an official response to the allegations.
