Governor Malombe Presides Over 4th Cycle Performance Contract Signing, Reaffirms Commitment to Transparent, Results-Driven Governance
Kitui County Governor Dr. Julius Malombe today presided over the signing of the Fourth Cycle of Performance Contracts for the 2025/26 Financial Year, reinforcing his administration’s unwavering commitment to results-driven, transparent, and citizen-centered governance.
The ceremony, held at the Governor’s Office boardroom, brought together Deputy Governor H.E. Augustine Kanani, all County Executive Committee Members, Chief Officers, and Directors across the county government ministries. It marked a significant step in institutionalizing a culture of accountability and measurable performance across all departments.
“We’re building a results-oriented culture where service delivery and accountability lead our development journey,” Governor Malombe emphasized in his keynote address.
Since assuming office in August 2022, Governor Malombe has spearheaded an ambitious development agenda aimed at transforming lives across Kitui County. He highlighted that a total of 1,921 development projects have been implemented to date, including 989 under the County Local Infrastructure Development Programme (CLIDP).
Governor Malombe outlined a series of flagship initiatives that reflect the progress and impact of his administration, in Agricultural Development: Over 527,000 farmers have been trained, with 280 youth agri-preneurs engaged to promote sustainable agricultural practices and entrepreneurship.
Water Access: The County has installed 115 solar-powered boreholes, 18 sump wells, and constructed 250 sand dams. Notably, Ksh. 183.6 million has been invested in the Kangu Kangu Water Project in Kitui South.
Healthcare: 852 health workers have been promoted, health services digitized, and coverage has expanded to 87% of all villages.
Education: A total of 1,688 ECDE teachers have been made permanent, 14,000 learners received new desks, and Ksh. 244.8 million has been issued in bursaries. TVET enrolment has increased to 7,617 students.
Infrastructure: 5,029 kilometers of roads have been opened or graded, and 1,103 streetlights installed, enhancing accessibility and security across the county.
Revenue and Fiscal Discipline: Own Source Revenue has grown to Ksh. 636 million, while pending bills have been significantly reduced from Ksh. 1.43 billion to Ksh. 829 million.
The Performance Contract signing was coordinated by the County’s Performance Management Docket, which is under the leadership of Deputy Governor Augustine Kanani and Chief Officer Francisca Kanza Kyui. The contracts are designed to set clear targets for all departments, align their operations with county development goals, and enhance public service delivery.
“This exercise is not just symbolic; it is a powerful accountability tool. It ensures every officer is aligned with our strategic vision and is held to the highest standards of performance,” said Deputy Governor Kanani.
As the 2025/26 financial year begins, the Kitui County Government remains firmly committed to deepening the culture of performance-based management and ensuring that development reaches every corner of the county.
With transparency and citizen engagement at the core of its governance model, Governor Malombe’s administration continues to set a benchmark in devolution and transformative service delivery in Kenya. Notably, Kitui County has consistently led from the front by being the first county in the country to sign its performance contracts each financial year, underscoring a deep-rooted commitment to accountability, planning, and timely service delivery.
